CZMP 2020 

The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in the County, although the usual participants in the process are individual landowners, contract purchasers, community organizations, County staff, the Planning Board and the County Council.

The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final log of issues. Ultimately, the County Council decides on each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue may cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties which were not issues is re-enacted without change.

CZMP 2020 starts with the public pre-filing period that begins on August 19, 2019. Additional information about the process, including filing dates, fees, and hearing schedules will be posted when available.

Planning Board Hearing Date and Location For District 3

The following lists the 2020 Comprehensive Zoning Map Process (CZMP) Planning Board Public Hearing date and location for District 3:

Thursday, March 12, 2020               Loch Raven High School

If you plan to attend the meeting, please note the following guidelines:

  • The hearing will begin at 6 p.m.
  • Public sign-in will begin at 5 p.m.
  • Each person signed-in will get two minutes to speak.
  • Make 20 copies of all documents brought to the hearing.

There will also be at least two additional public hearings in the late Spring to Early Summer concerning District 3 zoning issues, in addition to a public hearing before the entire Baltimore County Council.

Comprehensive Zoning Map Process Timeline

August 19 to 30, 2019

  • Public Pre-Filing Online
    The public can file an online application for the Comprehensive Zoning Map Process. The Public Pre-Filing period allows public applicants to get an early start on the application process and early access to scheduling an appointment to map the issue.

September 3 to October 15, 2019

  • Public Filing and Mapping
    The public can file an online application for CZMP 2020. Mapping appointments will be scheduled by the Planning Department for each application filed.

October 1 to 30, 2019

  • Planning Board and Staff Filing
    The Baltimore County Planning Board and the Baltimore County Department of Planning can file an application for CZMP 2020.

November 1 to 29, 2019

  • County Council Filing
    The Baltimore County Council can file an application for CZMP 2020.

December 2019 to February 2020

  • Planning Staff Review
    The Department of Planning reviews each zoning map request.
  • Agency Review
    Each zoning map request is reviewed by the Department of Public Works, the Department of Economic and Workforce Development, the Department of Environmental Protection and Sustainability, the Department of Recreation and Parks, and Historic Preservation.
  • Notification Letters Sent
    Every property owner impacted or adjacent to a zoning request is notified by mail about the request.
  • Sign Posting
    Notification signs must be posted on properties with a CZMP 2020 zoning request. It is the applicant’s responsibility to contact and pay an approved sign poster at least one month in advance of the posting deadline. Signs must be posted 15 days prior to Planning Board public hearing dates. Approved sign posters will be posted on this page when available.

February 3 to 28, 2020

  • Planning Staff Recommendations
    The Planning Department will make a zoning recommendation for each zoning request taking into account staff review and agency review of each request.

March 2020

  • Planning Board Public Hearings
    Planning Board public hearings will occur in each council district. (District 3, April/May, date and time to be announced).

April 2020

  • Planning Board Work Sessions
    Planning Board work sessions will occur to discuss zoning requests by council district. These work sessions will be held in Towson.

June 2020

  • County Council Public Hearings
    County Council public hearings will occur in each council district.

July 1 to September 16, 2020

  • County Council Review
    County Council will review each zoning request.

September 16, 2020

  • County Council Final Decision
    County Council must vote on each zoning request by September 16, 2020.

November 2020 to January 2021

  • Production of Maps
    The Planning Department maps the new zoning layer.
